of construction activities and testing, as per respective code/best industrial practices.

Scope of Work Mechanical Completion Document controller

1.   Overview: 
The Project Document Controller will be responsible for managing and ensuring the proper execution of the

Mechanical Completion (MC) process, including checklist distribution, sign-off procedures, punch list

consolidation, and reporting of Key Performance Indicators (KPIs). The Document Controller will work

closely with the System Owner, Construction Manager, and Project Manager to ensure timely and accurate

management of project documentation and punch list items. 

2.   Key Responsibilities:
2.1. Mechanical Completion (MC) Checklist Management:
·     Checklist Distribution: Ensure all necessary MC checklists are printed and available for use by the

System Owner, Construction Manager, and relevant stakeholders.

·     Document Review: Verify that all points and required documents on the checklist are present and

reviewable. Record any punch items in an appendix attached to the MC checklist. Ensure the checklist

is correctly review and fill.

·     Layout Updates: The Project Document Controller will ensure that all system layouts and relevant

drawings are up to date and available during Mechanical Completion (MC) reviews. These will be

required when completing the MC checklists

·     Drawing Identification & Availability: Ensure all drawings are correctly identified, labeled, and

accessible in both digital and physical formats for use during MC reviews and subsequent

construction activities.

·     Sign-Off Process: Coordinate the sign-off process by obtaining signatures from the Construction

Manager, Project Team, and System Owner after MC checklist completion and punch list appendix review.

·     Record-Keeping: Maintain accurate records of completed checklists, both in physical and digital formats.

·     Punch List Clearance: Ensure that Category A (High) punch items are cleared through reviews by

the Construction Management SME for Finishes and the System Owner and ensure sign-off is completed.

2.2. Punch List Consolidation and Management:
·     Data Entry & Accuracy: Input punch list data from MC checklist appendices into the centralized

project punch list Excel database, ensuring accuracy and weekly updates.

·     Punch List Consolidation: Maintain a single, centralized punch list for the project, organized by

system, avoiding duplication and addressing discrepancies promptly.

·     Document Control: Store and manage the punch list in a shared environment (e.g., Teams folder)

with correct access levels for stakeholders. Ensure regular and accurate updates to reflect the current status.

·     Tracking and Reporting: Track progress on punch list resolution, providing weekly updates and

KPI reports on open and closed items, ensuring alignment between stakeholders..

2.3. Coordination with Project and Construction Teams:
·     Collaboration with System Owner: Work closely with the System Owner to ensure MC Check list,

punch list items are identified, recorded, and updated promptly. Support Mechanical Completion reviews

and punch list sign-offs.

·     Vendor and Contractor Coordination: Notify contractors of punch items that require resolution and

follow up to confirm timely completion.

·     As-Built Markup Communication: After MC is completed, ensure that all necessary markup drawings

are communicated to the design team to facilitate the creation of accurate As-Built versions.

2.4. Category, Priority, and Responsibility Management:
·     Categorization of Punch Items: Ensure punch list items are categorized into three priority levels (A:

High, B: Medium, C: Low) by the System Owner during the MC, and reviewed by the project team prior to sign-off.

·     Responsibility Assignment: Collaborate with the Project Manager to ensure responsibility and priority are

assigned to each punch item within one week, ensuring the designated team addresses it promptly.

2.5. KPI Reporting:
·     Weekly Reporting:     

o  Generate a Mechanical Completion Timeline to track MCs achieved and overdue MCs on a weekly basis.

o  Distribute weekly reports detailing the status of punch list items by category (A, B, and C) and track

completion rates, identifying any bottlenecks affecting progress.

o  Provide a timeline of upcoming MCs within the next 30 days.

·     Escalation Support: Highlight any critical issues or delays to the Project Manager and ensure that

these are addressed in weekly meetings.

2.6. As-Built Documentation and Dossier Preparation:
·     MC Dossier Compilation: Ensure all Mechanical Completion documents, including checklists and

punch lists, are compiled into a comprehensive dossier for each system.

·     As-Built Markups: Ensure that any necessary As-built markups are available post-MC and are reflected

in the final As-built drawings, which must be available before Installation Qualification (IQ) begins.

2.7. Weekly Review Meetings:
·     Meeting Participation: Attend and contribute to weekly review meetings with the project team and core

team members.

1. Construction Inspection services during project execution at various sites of transmissions line and piling works as per approved Field Quality Plan (FQP) and other approved technical documents.

Approved technical documents shall not be limited but inclusive of SFQP, SQP, AWD guidelines, checklist, OEM manual, AESL – TS & checklists provided by AESL from time to time.

2. Field Quality documents: All checking services shall be done by Consultant with the strict adherence to owner SFQP, Technical specification / relevant

national & international standards as deemed applicable etc.

and which shall be provided by owner to successful bidder for all type of activities.

3. The inspection should be carried out at randomly selected locations from DPR and close coordination with respective site SPOC for ongoing execution works. However,

consultant engineer tries to cover maximum location per day as per progress and various type of activities at each location.

4. The scope of Consultant would be inspection of 100% works done by the contactor for foundation within 15 days after completion and ensuring the quality of execution which includes all Quality documents

like internal check list for each activity and Reviewing of site specific supply Material test certificates / lab test reports and verification of storage material as per Adani way of doing and OEM guideline.

5. Principally Consultant engineer along with supporting technician will visit 4 days at TL & piling activities and 2 days at substation in a week.

However, it should be varying on the base of actual progress and advise by CQA on time to time.

6. The appointed consultant engineer and technician will more focus on in process of foundation and piling works and visiting in process inspection of tower erection and stinging once in a week.

7. The consultant shall ensure covering of all type of activities on a weekly basis on randomly selected location like excavation, template setting, reinforcement binding,

concrete pouring, back filling, erection, stringing, cube witnessing at store, Earthling for TL

8. Consultant has to submit the daily Field Quality checking reports along with deviations and non-conformance with evidence (Geo tagged photos) in mutually agreed format.

This shall include references to approved drawings, approved field quality plan, applicable standard / code, or any other relevant documents and highlight with criticality.

9. Consultant shall cover safety observations & best practices adopted if any along with the quality deviations and provide in separate word file.

10. Consultant shall extract the critical / major deviation selected photographs and provide in separate word file (@ 2-3 pages) along with detail weekly reports.

12. The foundation dimension like stub level, back to Back, Diagonal, Chimney alignment and stub slop shall be checked as per approved drawing for all locations (100%) along with final inspection.

13. Foundation stub level shall be checked by water level. For any major deviation and different opinion by site team / contractor, it shall be re verified by total station with contractor.

17. Pour card shall be reviewed to verify & compare quantity of concrete pouring during piling w.r.t. quantity of concrete as per drawing.

19. Consultant shall maintain section wise and activities wise consolidated logbook for all identified NCs / observations and

update the status regularly on the base of compliance submitted by owner during entire project cycle

20. Consultant shall prepare additionally Separate excels sheet for Dimension and Chimney alignment measurement in a formats provided by owner.

21. Consultant shall have filled the all check list provided by owner for each foundation & piling locations locations and submit to the owner along with final inspection reports for foundation.

22. Consultant shall close coordinate with owner and EPC engineer in charge for day to day activities and plan visit along with them for piling works checks.

COMMON POINTS FOR SCOPE OF WORKS: (TL, PILING & SS WORKS)

1. Consultant has to submit the weekly summarise Field Quality checking reports along with deviations and non-conformance with evidence if any in mutually agreed format. This shall

include references to approved drawings, Approved quality plan, applicable standard code, approved data sheet or any other relevant documents and highlighted with criticality. 

2. The consultant engineer (Civil) shall prepare the TL erection and stringing reports based on findings / photos provided by technician.

3. Consultant shall visit once in a fortnight at owner site office and review all documents records as per SFQP.

4. For substation the documents to be reviewed on weekly basis against the process.

5. Finally, after each week an exception report will be circulated to all concerns as per communication matrix. Consultant also send the quality data on fortnight base as per the owner formats.

6. Site in charge shall ensure suitable action taken on consultant report and will submit the compliance with evidence of photographs (Geo tagged) for closing the observations on

immediate basis of in process and consultant shall follow up with site team for the same.

7. Consultant shall physically verify the compliance as far as possible and balance are closed on the base of evidence (Geo tagged photographs), however ensure all critical

observation and dimension error compliance shall re verify before closing.

8. During in process inspection, Consultant shall ask contractor to rectify the any deviation in front of them as far as the doable rectification is concerned. In the case of non-rectification / attended

by contractor and any serious concerns for the quality of asset, same to be informed to owner site in charge immediately for rectification / resolving.

9. All required logistics, field quality kits, PPE and other resources shall be in the scope of service provider. Service provider has to mobilize the manpower with req.

resources and logistics within 15 days of issuance of LOI/SO.

10. Before deputing staff, bio data of candidates with summary sheet of qualifications and experience and copy of certificates of the candidates shall be submitted for approval of owner.

11. Service provider shall meet to the owner site in charge once in a week and brief about their regular findings and suggestion.

12. For any technical documents / specification, SFQP documents related issues matter shall be referred to HO as per communication matrix provided in SO

13. Consolidated Logbook – All identified observations shall be entered in the logbook and the status of the same shall be updated regularly

1. Construction Inspection services during project execution at various sites of transmissions line and piling works as per approved Field Quality Plan (FQP) and other approved technical documents. Approved technical documents shall not be limited but inclusive of SFQP, SQP, AWD guidelines, checklist, OEM manual, AESL – TS & checklists provided by AESL from time to time.

2. Field Quality documents: All checking services shall be done by Consultant with the strict adherence to owner SFQP, Technical specification / relevant national & international standards as deemed applicable etc. and which shall be provided by owner to successful bidder for all type of activities.

3. The inspection should be carried out at randomly selected locations from DPR and close coordination with respective site SPOC for ongoing execution works. However, consultant engineer tries to cover maximum location per day as per progress and various type of activities at each location.

4. The scope of Consultant would be inspection of 100% works done by the contactor for foundation within 15 days after completion and ensuring the quality of execution which includes all Quality documents like internal check list for each activity and Reviewing of site specific supply Material test certificates / lab test reports and verification of storage material as per Adani way of doing and OEM guideline.

5. Principally Consultant engineer along with supporting technician will visit 4 days at TL & piling activities and 2 days at substation in a week. However, it should be varying on the base of actual progress and advise by CQA on time to time.

6. The appointed consultant engineer and technician will more focus on in process of foundation and piling works and visiting in process inspection of tower erection and stinging once in a week.

7. The consultant shall ensure covering of all type of activities on a weekly basis on randomly selected location like excavation, template setting, reinforcement binding, concrete pouring, back filling, erection, stringing, cube witnessing at store, Earthling for TL

8. Consultant has to submit the daily Field Quality checking reports along with deviations and non-conformance with evidence (Geo tagged photos) in mutually agreed format. This shall include references to approved drawings, approved field quality plan, applicable standard / code, or any other relevant documents and highlight with criticality.

9. Consultant shall cover safety observations & best practices adopted if any along with the quality deviations and provide in separate word file.

10. Consultant shall extract the critical / major deviation selected photographs and provide in separate word file (@ 2-3 pages) along with detail weekly reports.

11. Site in charge shall ensure suitable action taken on consultant report and will submit the compliance with evidence of photographs (Geo tagged) for closing the observations on immediate basis of in process and consultant shall follow up with site team for the same.

12. The foundation dimension like stub level, back to Back, Diagonal, Chimney alignment and stub slop shall be checked as per approved drawing for all locations (100%) along with final inspection.

13. Foundation stub level shall be checked by water level. For any major deviation and different opinion by site team / contractor, it shall be re verified by total station with contractor. Total station and surveyor will be provided by owner’s contractor

14. For Piling, initial load test & routine load test (vertical/lateral/pull out) shall be witnessed as per SFPQ/Tech specification.

15. Lapping of TMT rebar for reinforcement cage of Piling shall be checked as per drawing/Tech specification.

16. Slump value shall be witnessed during piling on random basis.

17. Pour card shall be reviewed to verify & compare quantity of concrete pouring during piling w.r.t. quantity of concrete as per drawing.

18. Pile integrity test shall be witnessed as per SFQP.

19. Consultant shall maintain section wise and activities wise consolidated logbook for all identified NCs / observations and update the status regularly on the base of compliance submitted by owner during entire project cycle

20. Consultant shall prepare additionally Separate excels sheet for Dimension and Chimney alignment measurement in a formats provided by owner.

21. Consultant shall have filled the all check list provided by owner for each foundation & piling locations locations and submit to the owner along with final inspection reports for foundation.

22. Consultant shall close coordinate with owner and EPC engineer in charge for day to day activities and plan visit along with them for piling works checks.

COMMON POINTS FOR SCOPE OF WORKS: (TL, PILING & SS WORKS)

1. Consultant has to submit the weekly summarise Field Quality checking reports along with deviations and non-conformance with evidence if any in mutually agreed format. This shall include references to approved drawings, Approved quality plan, applicable standard code, approved data sheet or any other relevant documents and highlighted with criticality. 

2. The consultant engineer (Civil) shall prepare the TL erection and stringing reports based on findings / photos provided by technician.

3. Consultant shall visit once in a fortnight at owner site office and review all documents records as per SFQP.

4. For substation the documents to be reviewed on weekly basis against the process.

5. Finally, after each week an exception report will be circulated to all concerns as per communication matrix. Consultant also send the quality data on fortnight base as per the owner formats.

6. Site in charge shall ensure suitable action taken on consultant report and will submit the compliance with evidence of photographs (Geo tagged) for closing the observations on immediate basis of in process and consultant shall follow up with site team for the same.

7. Consultant shall physically verify the compliance as far as possible and balance are closed on the base of evidence (Geo tagged photographs), however ensure all critical observation and dimension error compliance shall re verify before closing.

8. During in process inspection, Consultant shall ask contractor to rectify the any deviation in front of them as far as the doable rectification is concerned. In the case of non-rectification / attended by contractor and any serious concerns for the quality of asset, same to be informed to owner site in charge immediately for rectification / resolving.

9. All required logistics, field quality kits, PPE and other resources shall be in the scope of service provider. Service provider has to mobilize the manpower with req. resources and logistics within 15 days of issuance of LOI/SO.

10. Before deputing staff, bio data of candidates with summary sheet of qualifications and experience and copy of certificates of the candidates shall be submitted for approval of owner.

11. Service provider shall meet to the owner site in charge once in a week and brief about their regular findings and suggestion.

12. For any technical documents / specification, SFQP documents related issues matter shall be referred to HO as per communication matrix provided in SO

13. Consolidated Logbook – All identified observations shall be entered in the logbook and the status of the same shall be updated regularly

14. The submitted inspection check list for Consultant shall be reviewed and revised time to time on the base of input and Consultant shall follow the same on receipt.

15. Consultant shall visit each store once in a month (TL & SS) for inspection

16. Consultant shall also randomly visit at RMC plan of contractor or as asked by owner engineer.

Candidate with extensive experience in valve manufacturing and testing for a resident expediting role at Hawa Valves for 2 to 3 months, Mumbai.

The ideal candidate should have prior experience working with Hawa Valves, if possible.

The candidate should work closely with JGC Expeditor and should be conversant with Excel when making reports. Selection will be made based on interview from JGC side.

Position: QA/QC Mechanical Engineer

Location: Dahej - Gujarat

Qualification: BTECH/MTECH/ DIPLOMA in Mechanical

Certification: NDT - RT/PT/MT - Level 2

Preparation, development, implementation & conformance of construction Quality systems comprising of, but not limited to, FQP, qualitative work measures, technology implementation, measurements, analysis, QA controls while ensuring Project technical & Quality compliance.

Taking care of QA/QC documentation of the entire project including certificates, calibration, test results, inspection requests, non-compliance reports and site instruction/observations, materials delivered and other QA/QC documents.

Techno-Quality compliances & failure-free construction realization

Construction Quality assurance & Quality control tools, inspection quantum & methods, Drawing interpretation, material testing & communication tools & techniques.

Stakeholder partnering, MIS, reporting, and escalation as & when required.

Key Responsibilities

Multi-disciplinary site construction Quality process exposure.

Exposure of Quality process for construction of Mechanical works in Cement plants like Structural Works (Fabrication & Erections), Plate Works (Fabrication & Erections) & Equipment’s (Vertical Roller Mill, Belt Conveyors, Bucket elevators, Packer, TLM, Dump Hopper)

Must have experience Bag house smoke and fluorescent test.

Preparation of FQP and ensuring its adherence with execution Contractors.

Preparation & establishment of Project Quality Plan, Quality procedures, work instructions based on Tender study and contract scope.

Conducting Quality inspection / Surveillance of construction activities of projects.

Validation of construction activities & processes as per QA requirements.

Ensure timely and effective resolution for QA or QC issues, in coordination with Construction Manager/Consultant/Department Head

Perform all daily inspection and test of the scope and character necessary to achieve the quality of construction required in the drawings and specifications for all works under the contract performed ON or OFF site.

Carry out inspection and checking for all quality related procedures in the site and ensure activity at the site are as per approved method statement and inspection test plan.

Coordination with Project Manager and Contractors for closure of Non-Conformances (NC’s). Monitoring and verification of closure of NC’s.

Preparation of Project QA MIS data in specified format & time and circulation.

Liaison with cross-functional Departments (Engg., TCD, PRMC, HSEQ) as well as Contractors for resolving construction Quality issues as & when required.

Witness of material test in laboratory as & when required.

Ensuring 100% documentary records for Project Quality protocols, jointly signed formats, Templates and procedures.

Checking of Raw Material/Equipment received at site and certifying Invoices.

Review of calibration certificates of Instrument/Equipment used during construction.

Inspection of Embedded parts during Civil Works.

Field checks and assurance before handing over civil Structures for mechanical erection.

Responsible for the closure of Non-conformance, NCR and Site Instructions.

Responsible for the quality and workmanship of every activity, thorough knowledge of all phases of engineering construction relating to Civil, Architectural and Structural discipline interfacing the multidisciplinary operations.

Develop method statement for the activity including risk assessment and job safety environmental analysis and Inspection Test Plan and Checklist based on specifications of the project.

Carry out Internal Audit at the site as scheduled in the Project Quality Plan, PQP.

Liaise with Contractors quality Engineer for submission of material submittals to consultant.

Ensuring compliance with QA requirements for structural & equipment erection, installation & commissioning.

Validation of Mechanical work completion and project commissioning Testing with 100% QA issues addressed and all NCs closed

Finalization of QA documents handover with Vendors/Contractors
