1 Electrical engineer having transmission line experience
Scope of Works: (TL & PILING WORKS)
1. Construction Inspection services during project execution at various sites of transmissions line and piling works as per approved Field Quality Plan (FQP) and other approved technical documents.
Approved technical documents shall not be limited but inclusive of SFQP, SQP, AWD guidelines, checklist, OEM manual, AESL – TS & checklists provided by AESL from time to time.
2. Field Quality documents: All checking services shall be done by Consultant with the strict adherence to owner SFQP, Technical specification / relevant
national & international standards as deemed applicable etc.
and which shall be provided by owner to successful bidder for all type of activities.
3. The inspection should be carried out at randomly selected locations from DPR and close coordination with respective site SPOC for ongoing execution works. However,
consultant engineer tries to cover maximum location per day as per progress and various type of activities at each location.
4. The scope of Consultant would be inspection of 100% works done by the contactor for foundation within 15 days after completion and ensuring the quality of execution which includes all Quality documents
like internal check list for each activity and Reviewing of site specific supply Material test certificates / lab test reports and verification of storage material as per Adani way of doing and OEM guideline.
5. Principally Consultant engineer along with supporting technician will visit 4 days at TL & piling activities and 2 days at substation in a week.
However, it should be varying on the base of actual progress and advise by CQA on time to time.
6. The appointed consultant engineer and technician will more focus on in process of foundation and piling works and visiting in process inspection of tower erection and stinging once in a week.
7. The consultant shall ensure covering of all type of activities on a weekly basis on randomly selected location like excavation, template setting, reinforcement binding,
concrete pouring, back filling, erection, stringing, cube witnessing at store, Earthling for TL
8. Consultant has to submit the daily Field Quality checking reports along with deviations and non-conformance with evidence (Geo tagged photos) in mutually agreed format.
This shall include references to approved drawings, approved field quality plan, applicable standard / code, or any other relevant documents and highlight with criticality.
9. Consultant shall cover safety observations & best practices adopted if any along with the quality deviations and provide in separate word file.
10. Consultant shall extract the critical / major deviation selected photographs and provide in separate word file (@ 2-3 pages) along with detail weekly reports.
11. Site in charge shall ensure suitable action taken on consultant report and will submit the compliance with evidence of photographs (Geo tagged)
for closing the observations on immediate basis of in process and consultant shall follow up with site team for the same.
12. The foundation dimension like stub level, back to Back, Diagonal, Chimney alignment and stub slop shall be checked as per approved drawing for all locations (100%) along with final inspection.
13. Foundation stub level shall be checked by water level. For any major deviation and different opinion by site team / contractor, it shall be re verified by total station with contractor.
Total station and surveyor will be provided by owner’s contractor
14. For Piling, initial load test & routine load test (vertical/lateral/pull out) shall be witnessed as per SFPQ/Tech specification.
15. Lapping of TMT rebar for reinforcement cage of Piling shall be checked as per drawing/Tech specification.
16. Slump value shall be witnessed during piling on random basis.
17. Pour card shall be reviewed to verify & compare quantity of concrete pouring during piling w.r.t. quantity of concrete as per drawing.
18. Pile integrity test shall be witnessed as per SFQP.
19. Consultant shall maintain section wise and activities wise consolidated logbook for all identified NCs / observations and
update the status regularly on the base of compliance submitted by owner during entire project cycle
20. Consultant shall prepare additionally Separate excels sheet for Dimension and Chimney alignment measurement in a formats provided by owner.
21. Consultant shall have filled the all check list provided by owner for each foundation & piling locations locations and submit to the owner along with final inspection reports for foundation.
22. Consultant shall close coordinate with owner and EPC engineer in charge for day to day activities and plan visit along with them for piling works checks.
COMMON POINTS FOR SCOPE OF WORKS: (TL, PILING & SS WORKS)
1. Consultant has to submit the weekly summarise Field Quality checking reports along with deviations and non-conformance with evidence if any in mutually agreed format. This shall
include references to approved drawings, Approved quality plan, applicable standard code, approved data sheet or any other relevant documents and highlighted with criticality.
2. The consultant engineer (Civil) shall prepare the TL erection and stringing reports based on findings / photos provided by technician.
3. Consultant shall visit once in a fortnight at owner site office and review all documents records as per SFQP.
4. For substation the documents to be reviewed on weekly basis against the process.
5. Finally, after each week an exception report will be circulated to all concerns as per communication matrix. Consultant also send the quality data on fortnight base as per the owner formats.
6. Site in charge shall ensure suitable action taken on consultant report and will submit the compliance with evidence of photographs (Geo tagged) for closing the observations on
immediate basis of in process and consultant shall follow up with site team for the same.
7. Consultant shall physically verify the compliance as far as possible and balance are closed on the base of evidence (Geo tagged photographs), however ensure all critical
observation and dimension error compliance shall re verify before closing.
8. During in process inspection, Consultant shall ask contractor to rectify the any deviation in front of them as far as the doable rectification is concerned. In the case of non-rectification / attended
by contractor and any serious concerns for the quality of asset, same to be informed to owner site in charge immediately for rectification / resolving.
9. All required logistics, field quality kits, PPE and other resources shall be in the scope of service provider. Service provider has to mobilize the manpower with req.
resources and logistics within 15 days of issuance of LOI/SO.
10. Before deputing staff, bio data of candidates with summary sheet of qualifications and experience and copy of certificates of the candidates shall be submitted for approval of owner.
11. Service provider shall meet to the owner site in charge once in a week and brief about their regular findings and suggestion.
12. For any technical documents / specification, SFQP documents related issues matter shall be referred to HO as per communication matrix provided in SO
13. Consolidated Logbook – All identified observations shall be entered in the logbook and the status of the same shall be updated regularly
14. The submitted inspection check list for Consultant shall be reviewed and revised time to time on the base of input and Consultant shall follow the same on receipt.
15. Consultant shall visit each store once in a month (TL & SS) for inspection
16. Consultant shall also randomly visit at RMC plan of contractor or as asked by owner engineer.
17. CQA will arrange meeting once/twice in a month for the quality progress and findings review with Consultant site engineer, consultant PM (at HO) , Site head and all people shall be present.
If req. CQA will ask to consultant to come at ACH, Ahmedabad for meeting.
18. Owner will engage Civil engineer separately for Civil and Electrical type of works in Substation and both engineer will take care the TL part.
